Finance and Administration is organized to provide non-academic support services to the University. It includes Fiscal Affairs functions overseen by the Vice President for Finance and Administration. These functions include programs managed by the University Controller: accounting and financial reporting, processing of accounts payable, the Bursar’s functions in receivables, travel, grants management and payroll. The Vice President also oversees office for budgeting, and coordinates with the Director of Fiscal Affairs for Acquisitions and Auxiliary Services for University purchasing, receiving, and inventory control for fixed assets. Auxiliary Enterprises includes such business services as food services, bookstore, the Eastern Express Card for debit card transactions at retail outlets, the off campus merchant program, and electronic access to all major University buildings. That office also manages the CCTV System for electronic surveillance in public safety measures.

Public Safety programs include police protection, environmental health and safety, and the shuttle bus program. Facilities Management and Planning manages all custodial and housekeeping services, trades staff in maintenance shops, grounds, and engineering and architectural staff who design and oversee renovations and moderate-size capital projects. They also work closely with the State Department of Public Works and other state agencies involved in large-scale renovations and the construction of new buildings.
